President Buhari needs to initiate a public works building programme that looks something like this

(1) The federal ministry of works will directly employ 2m youths to engage in an ambitious road construction programme linking all state capitals to a national road network

(2) Every state government will be set a target of building at least 1m housing units over the next five years

(3) Every state government will be mandated to build roads linking every one of its local government areas with the capital

(4) Local government areas must use their federal allocation to build at least 10 rural roads linking communities to their headquarters

(5) Farmers will be encouraged to form agricultural cooperatives. These cooperatives will get tax refunds and rebates if they build roads linking rural farming communities with the local government headquarters

(6) Highly technical constructions like railway networks and ports will be contracted out to private sector operators like Julius Berger

(7) Every state will be mandated by law to build at least 12 primary and six secondary schools in each local government area

(8) Any private sector business or individual that builds a school will get a tax refund. Wealthy individuals, faith houses and commercial businesses will be encouraged to do this

(9) Trader associations will be encouraged to build markets. In return, they will get tax holidays

(10) Over the next five years, the federal ministry of works will liaise with every state and local government to ensure that each of our 774 local government areas has at least one shopping mall. Construction will be determined by prevailing circumstances, determining who is best placed to build, be it state governments, local governments or private individuals
