Katsina gov signs N897bn budget into law
Katsina State's Governor, Mallam Dikko Radda, officially enacted the 2026 Appropriation Bill on Wednesday, sanctioning a total budget of N897,865,078,282.
The signing event occurred at the Government House in Katsina and was attended by significant state officials.
The sanctioned budget is divided into N167,725,372,458 allocated for recurrent spending, accounting for 18.68% of the entire budget, and N730,139,705,823 set aside for capital expenditure, which represents 81.32%.
During the ceremony, Governor Radda praised the State House of Assembly for their promptness and efficiency, mentioning that they finalized the legislative process in just 21 days following his budget presentation. He emphasized the quick action of the Assembly in approving the budget proposal.
The Governor confirmed the conclusion of the legislative and signing process by stating, “Today, after 21 working days, the State Assembly passed the budget yesterday, 25 November, only a few weeks after I submitted the proposal. I have now enacted the 2026 Budget Appropriation Bill, totaling N897,865,078,282.05. This is the appropriated law that has been duly enacted and signed.”
Radda also highlighted the budget's historical importance, noting that it is the first in the state's history to feature such a small percentage dedicated to recurrent spending. This allocation is viewed as a means to maintain a longstanding financial principle in the state.
He referred to a prior legislative framework, stating, “As you may remember, during the late Yar’Adua's administration, a law was established to ensure that recurrent expenditure did not surpass 30% of the budget. Even though late Umaru Musa Yar’Adua has passed away, may Allah bless his gentle soul, we are honoring his legacy with only 18% allocated to recurrent expenditure. This budget respects that principle.”
Referring to the budget as “the people’s budget,” the Governor emphasized that its creation was based on the inputs and priorities gathered directly from citizens during town hall meetings held in all 361 wards throughout the state. He defended the public consultation process by explaining that residents shared their priorities, and “it would be unreasonable to develop a budget without consulting the individuals whose welfare we aim to improve.”
Earlier in the proceedings, Speaker of the Katsina State House of Assembly, Nasir Daura, confirmed that the House reached a unanimous agreement that the budget proposal was solid and fully aligned with the development plans of the Radda administration.
Speaker Daura formally submitted the passed bill to the Governor, stating, “Your Excellency, on behalf of my colleagues, I present the 2026 Appropriation Law. This budget demonstrates a rigorous legislative review process. We posed essential questions to ensure it meets the needs of the people and that they will benefit from it. You may recall that the budget you proposed was N897,865,078,282.05. Following thorough consideration, the House has approved the proposal as is.”
The legislative process began when Governor Radda first presented the 2026 Appropriation Bill to the State House of Assembly on 4 November 2025.
