CBN's $3 Billion Loan Allocation for Economic Stability, Confirms NEC
Following the 136th NEC meeting at the Aso Rock Presidential Villa in Abuja, the National Economic Council has confirmed that the $3 billion emergency loan secured by the Federal Government in August, intended for crude oil, will be utilized to stabilize the naira. The value of the naira has been fluctuating in the Investors & Exporters' window and declined in the parallel market, reaching N1000/$ earlier this month.
Governor Abdullahi Sule of Nasarawa State, speaking to State House correspondents, expressed confidence that the plan and measures outlined for revenue improvement would make the $3 billion loan beneficial for the country in the future.
On August 16, the Nigerian National Petroleum Company Limited disclosed that it had obtained a $3 billion emergency crude repayment loan from Afrexim Bank to alleviate pressure on the naira, with the loan being used to settle taxes and royalties in advance.
Additionally, it will provide the Federal Government with essential dollar liquidity to effectively stabilize the naira, while managing associated risks. Nevertheless, the naira's volatility has persisted in the Investors & Exporters' window and deteriorated further in the parallel market, reaching N1000/$ in the preceding week.
It saw a rebound on Friday, September 22, 2023, following President Bola Tinubu's nomination of Olayemi Cardoso as the CBN governor. The naira surged by N10 against the dollar in the parallel market, concluding the day at N990/$1.
When asked about the timing of the intervention and the potential requirement for a supplementary budget, Sule explained, "The $3 billion loan was obtained with the aim of stabilizing the naira. We now have a new team at the CBN, and they need some time to formulate the necessary strategies."
He further clarified, "Acquiring the loan is one aspect, but planning the stabilization process is another, and it's going to be a gradual process. The CBN governor was recently confirmed, and he has just begun outlining his plans."
Regarding the possibility of a supplementary budget, Sule stated, "A supplementary budget would be requested if the need arises based on the current situation. At the moment, it does not seem like an immediate requirement. So far, there haven't been any requests for a supplementary budget presented to NEC."
